I am pretty sure you can use the icons in your application, even though it is web based. I am not a lawyer, or real expert, but as long as you attribute the work properly in the application (perhaps in an "about" page displayed to the user or administrator), and make any modified icons available from your website, you should be fine. I've made a post about your situation on my website, and hopefully someone will see that and clear this up for you. I saw your post on the Tango mailing list.
